- Most of the Northern Germany's constitution stayed the same before unification
- Three major changes:
- a German national parliament
- the Reichstag was now elected by the German people
- Germany developed a federal council
- the people of Germany now had budgetary rights, but could not overthrow government
- Bismarck succeeded in making Prussia in control of all of Germany's important decisions
- each German state had its own separate armies, all under Prussian control
- as Germany gained power, Bismarck gained power over most of Europe
- Bismarck created a foreign policy preventing Germany to enter any wars after their unification
- this secret alliance was made between Russian, Australia, and Germany
