Little progress had been made towards public education since President Lamar.
No public system even existed when Texas became a state. Many of the schools were one one-roomed log buildings. In 1854, Governor pease set aside 2 million dollars for a school fund. The permanent school fund was created in 1876 to ensure future support for public education
