Causes: income tax was originally levied during the civil war, some of the members of the Supreme Court found it unconstitutional. Years later democrats tried to introduce a bill to tax the rich, the republicans turned it down. They argued about taxing the rich until the bailey bill came out, the republicans surprisingly agreed to the bill, this wasn't senator baileys plan. Senator Henry Cabot Lodge met with Senator Nelson W. Aldrich of Rhode Island, the Republican floor leader and President Taft to try and demolish the bill. On June 16 1909 president Taft sent a message to congress recommending the passage of an amendment to
Legalize federal income tax legislation.
