This emperor is just like emperor Ashoka. Because this emperor likes the edicts for GENERAL WELFARE, we can make more edicts like that so we can make him happy. He will also be pleased of how we helped him. Now he could join our empire and we would have more land!

GENERAL WELFARE means that he is helping his people by many things. He could be helping his people by building shelters for his kingdom.

Ashoka also put his edicts up around his kingdom. He made these edicts for his people to read them. The edicts would say like that Ashoka dug ponds along the roads for his travelers that were thirsty. Ashoka dug wells, too.
