The Strongest

I think that France is the strongest if the three kingdoms. I think that overall France was strong and had intelligent leaders ruling it. The French had a strong military and won most of their battles. Phillip II organized tolls, fines, and fees, constructed walls around the city, constructed Notre Dame Cathedral and the Louvre. Most French kings were intelligent and manipulative.
