Akbar knew how to maintain a centralized bureaucracy; he revised the tax system by he separating revenue collection from military administration to prevent corruption. Each subah, or governor, was responsible for governing his region, while a separate tax collector received property taxes and sent them to the capital. This resulted in checks and balances in each region, since those with money had no troops, and those with troops had no money, and all of them were then dependent on the central government. The government gave fixed salaries to the military and civilian personnel according to rank.
