In Texas, they had higher end county libraries for whites and county free libraries for negroes. They were administrated by a custodian of the negro race under the supervision of the county librarian. Restaurants in Georgia did not want blacks to be served in the same room as whites. Georgia did not allow blacks in white parks or whites in black parks. Arkansas segregated races in seating, betting, and other areas where people played games. In North Carolina, the state librarian was ordered to keep a separate area for the use of colored people.

Every railroad company in Alabama had to provide decent depots and depot buildings for the accommodation of passengers. All of the railroads, except street railroads, had to provide equal but separate facilities for white and colored people. In Georgia, railroad companies had to provide equal accommodations for both white and colored races. White and colored passengers were not allowed to occupy the same car or compartment. Conductors in Florida were given the same authority as policemen when running the train. Also in Florida, any whites in the colored section or colored people in the white section would be fined 500 dollars and jailed up to 6 months. Down in Tennessee, railroads provided separate but equal accommodations for whites and people of color. Tennessee had companies who owned street cars enforce segregated seating.
