First of all you will have a bigger Bureaucracy, (a system of offices that carries out government rules and regulations) that we can both rule. If you appoint officials in every region in your Bureaucracy then you'll have control of every village in your empire. Maybe you can have taxes on things like crop growth then you can also have more control of your empire.
