Scenario 1: This raja has a vast empire already, so he has a group of nobles to help him. He cares very much about government. However, his weakness is that the work is too much for him, even if he has people helping him. What I suggest you do is offer him a helping hand. In the past, a ruler named Chandra Gupta(in the time of the Mauryan Empire)set up a bureaucracy to help him govern India. Tell the rajah you can relieve his stress by teaming up with him to build a bureaucracy. (A bureaucracy is a system of government made up of nobles and people you trust sent to to different regions of your empire. They help rule your kingdom.) Make the offer seem irresistible and sound like you really want to help him in the best possible way. Another suggestion you can make is to divide your joined empire into different provinces and areas to put each of the people in your bureaucracy in. Tell him this is also what Chandra Gupta did. To add even more effect, tell him stories of the achievements of Chandra Gupta to make it seem like the rajah can become just as successful as him.
