What the Rest of the World has Done

-In 2000, the United States and Colombia agreed on Plan Colombia
-This plan made only marginal improvements in the country
-Another way the U.S. has gotten involved in Colombia has been through their attempt to slow cocaine production in the country
-Besides the U.S. involvement, there has been little help from the outside world
-While the UN has investigated reports of human rights abuse, they have not sent any peacekeeping troops
