Responsibility

Although when we think of Nazi Germany we think of Hitler, Hitler wasn't the only person responsible for the many deaths of various groups. In fact, on August 1942, the State Department got a report from the World Jewish Congress revealing that Germans were implementing a policy to physically annihilate the Jews of Europe. Hitler, at that time, was just known to permit it. Germans in general held the killings - after the Holocaust, no one was ever held accountable. Also, it's been told from various sources that neighboring countries such as France, Belgium, Italy, Netherlands, and Norway also pitched in their two cents.
