France or Britain, and lucky no one rebelled at the Embargo Act.

Embargo Acts - As a tactic against the increasingly coercive trading methods of the British and French, Jefferson passed the Embargo Act, which banned trading with all countries at that time. The US economy suffered because it could no longer trade internationally, and Jefferson passed the Non-Intercourse Act, banning only trade with England and France.
Louisiana Purchase - On April 30, 1803, Napoleon sold the Louisiana Territory to US, doubling the size of the US. Spain had sold the territory to France, and Jefferson was worried that France would try to claim back its empire in America, so he sent James Monroe. They only wanted New Orleans and some of Florida for $10,000,000, but since Napoleon was fighting Britain, he was willing to selling the entire territory for $15,000,000.
Lewis and Clark Expedition - After the purchase of the Louisiana Territory, it needed to be explored, so Jefferson enlisted Meriwether Lewis and William Clark, plus around 50 other men, to explore the territory to find a lath to the Pacific, learn the geography, explore trade with the Native Americans and bring back unknown flora and fauna. Two and half years later, Lewis and Clark came back from their mission with the desired flora and fauna and reports that Jefferson's purchase was well worth the price.
