The conflict is that Judge Ooka goes of to the city of Edo for a meeting. But then he writes a letter and gets a messenger to go to the Judge's house, where The Judge, Seikei, and the city's samurais live. The letter reads: "The Flowers of Edo are Blooming. Come at once with everyone available." The flowers are blooming is an old Edo saying which means the city is on fire. The samurais and Seikei ride on their horses flash speed to Edo. There has been lots of fires in the towns of Edo, and they know someone must be setting them on purpose. When they deal with the fire, they interview people of Edo and ask them to confess. One woman speaks up and says a geisha came into her silk store, and asked for the finest silk. The woman went to the back to get the silk and came back to see, A. The geisha was gone, and B. Her store was on fire. Then -
