Test subjects were commonly chosen from nursing homes, prisons, and mental hospitals. It was also said that in one case they bribed heroine addicts with heroine to agree with experimenting on them. Many experiments were also tested on doctors, members of the military, CIA agents, and the general public for observation often without their knowledge

One experiment involved amphetamines and barbiturates being injected through an IV into each arm as an interregation technique. As soon as the person was almost asleep from the barbiturates, they would inject the amphetamines to jolt them awake causing them to start babbling. Another patient was given LSD for 174 consecutive days.
