-The association with pandemics as a threat to security grew prominent in the 1900s. In 1995, the World Health Assembly agreed to revise the International Health Regulations, which is the only international legal framework that governed World Health Organization and its responses to disease outbreaks.
-In recent years, revision has been needed to take effective account of the threat posed by the international spread of new and re-emerging diseases. The global threat from pandemics required a global approach for security purposes since the rapid transmission of a disease means that the capacity failures in another state could put a state or society in peril.
