The main muscles at work during the force production phase are in the legs. This is because some of the strongest muscles are found in the legs. They are able to generate the most force so they will be the main contributors. During this phase, the legs extend and the feet are now in plantar flexion. The arms swing upwards as well but I don't think the muscles that are in charge of this movement are as important as the legs. Looking back to the preliminary phase, it is clear that the contracting and relaxing muscles have switched places.
