• No public system of education existed when Texas became a state
• Most Anglo American children attended private school
• In 1854 Governor Elisha M. Pease approved a law that set aside 2 Million dollars for schools
• As a result a few public schools, institutes, and colleges were founded
• the Permanent School Fund was set up in 1876 to ensure future support for education
