In 1983, Reagan signed a bill making the birthday of Martin Luther King, Jr., a national holiday. Despite this symbolic victory, resistance to civil rights initiatives was growing, as critics complained that many policies trampled on the rights of state and local governments. Reagan tried to prevent the extension of the Voting Rights Act of 1965, backing off only after intense criticism. He appointed federal judges who were less sympathetic to civil rights goals. The administration also worked to end some affirmative action programs.
The 1984 Olympic Games were held in Los Angeles, the first time the Summer Games had come to the United States in half a century. The opening ceremonies, televised worldwide to hundreds of millions of viewers, were festive, patriotic affairs.
