Almost 7 billion dollars was awarded to 97% of the families. If the family was unhappy with the offer they could appeal for a informal hearing. If a family did accept the offer it was not possible to appeal. There were also other funds available such as the September 11th fund which distributed almost 600 grants totalling 520 million dollars. This helped with cash assistants, counselling and other services to the families.
