The large red circle is the extremely iconic Japanese flag being broken as a representation of the state of japan during later tokugawa rule, especially when paired with the tag line. The other sub clause are references to the problems japan was facing at the time. And the line at the bottom "revere the emperor, expel the barbarians" was the actual phrase that rebels used to bring down the shogunate which I thought couldn't be more fitting.
