This poster was designed to show the strengths of the Meiji regime in comparison with the weaknesses that was being demonstrated by the Tokugawa shogunate before the Meiji took power. With the Meiji rule, Japan became the economic, military and political powerhouse of Asia, which is clearly shown by the poster.
The title of the poster, "Japan Rises Again", was chosen to show that even with the failure that the Tokugawa represented in its last years of rule in Japan, the empire was still able to stand powerful through changes and reformations, such as the Meiji reforms that occurred in the first years of Meiji rule in Japan. The main goal of the Meiji reform was for Japan to become a "rich country" with a "powerful army", which is shown by the three top-images on the poster. The first image shows the organization and professionalism of the Meiji army, the second shows the economic prosperity of transoceanic trade, and the third shows social development. The three images clearly represent the goals of the Meiji rule and appeals for support from those who want a better nation.
