Even though President Lamar had set aside land for public schools, little progress had been made in education. There were no public schools in Texas when it became a state. Most Texans went to private schools. In 1854, Gov. Elisha M. Pease set aside 2 million dollars to build the schools. Some public schools and a few institutes and colleges were built, but they did not have enough money to make all of them. In 1876 the Permanent School Fund was established to ensure future school funds.
