This quote shows the corruption that occurred on animal farm. It was originally, “All animals are equal”. 

In this case, equal is not definite. It is not an absolute, but instead varying and changing. There is such a thing as more equal and less equal. It shows that the ideal of Animalism will never come because true equality doesn’t exist.
