Boxer’s work harder maxim shows the ideal of Animal Farm, which is to always work without reward and to blindly follow the leaders. 

He is a representation of the working class who has no option but to trust in their leaders and keep working. Boxer believes in the system even when he falls short and is injured as seen by “Napoleon is always right”.
