Foreigners were people not born into slavery and had been born in the Roman Empire's territories. This class was allowed certain rights but the people were not considered full Roman citizens. By 212 A.D. most of this class was given full Roman citizenship. Also not considered full Roman citizens until 89 B.C., were the Latins who were freeborn residents of Italy.
