The most effective rhetorical strategies are exemplum and centuplication. Exemplum also serves as an emotional appeal to the reader (pathos) as the examples George Bush gives are all results of war or some sort hardship like death or Hurricane Katrina. Centuplication emphasis the points George Bush highlights and to some extent confirm the possibility of a future terrorist attack.
