During one of the meetings concerning the beast, everybody is trying to figure out if the beast even exists. Simon says the previously mentioned quote and is the first person to suggest that the beast is actually within all of them. Simon's words are a very important point that Golding is trying to make. This point is that everybody has evil within them even though they might not know it.
