God declares that he is forming a covenant between Him and the people of Israel. (Deuteronomy 7:6)

God has chosen the Israelites to be the people He will make this covenant with. When Moses came in the presence of the Lord he told to Moses what was to be done and to alert the Israelites of the covenant he was displaying. And so God established a covenant with Moses and the Israelites after their escape from Egypt.
