In the 1900's, public school systems wanted to find an affective way of testing children for learning disabilities. To figure out which children needed special attention, a pyschologist, Alfred Binet came up with a test to test children on their mental age.
A mental age is also known as MA that determines the intellectual level at which a child functions at.
