Up to a certain age, young people shouldn't be treated like adults. Young people's view and thoughts are still being developed, making them different from an adult's point of view. They don't understand their actions as well as an adult should. A younger person would be able to change their life around, better than an adult can. 

It depends how serious the crime was. If the crime was as serious as murder, the young person will be brought to a higher level court, giving them an adult sentence.
