Mengele is known for his infamous experiments on Jewish prisoners during their time at concentration camps, specifically Auschwitz. Mengele had been torturing the Jewish people so badly, that his quote is meant to represent how frequently they are being tortured by him. His experiments would be conducted so often and frequently, that it should feel normal to a Jew.
