Urinetown is about a town with an extreme water shortage, as a result, all restroom activities are regulated by a private company, the Urine Good Company (UGC). In order to control water usage, the townspeople are forced to pay this company to use the bathroom, but many people are unable to pay for their use of the bathroom each day. They are sent to a place called Urinetown, which is a place no one knows anything about.
A man named Bobby falls in love with a girl named Hope, who turns out to be the daughter of the head of the UGC, Caldwell B. Cladwell. Rebellion and violent clashes begin between the poor and Cladwell. It is revealed that Urinetown is a place where people are killed for not being able to pay the steep prices for toilet use.
