The Victorian Era was the duration of time that Queen Victoria held power. During this time, Britain experienced massive expansion. We refer to this as the Industrial Revolution. Big cities were formed by the highest-paying jobs, thus attracting most people. Cities were full of people who were living on the fine line of poverty. Because of this, families would do anything to get money. This is where the issue of child labor came into play. Children were seen as the perfect worker. They couldn't rebel and strike, they were small and could do harder jobs, and they were cheaper.
