For all of the Android users out there. Never fear, Comic Strip It! is here. The lite version of this app is free and seems to have all of the functions necessary in order to produce a high quality graphic novel similar to the ones that can be produced using the two-step process of Moldiv and Comic Touch 2.

One point that should be made however, is that the export function in the app produces a full storyboard instead of single pages. While that may be useful in some cases, in terms of presenting or publishing, it can create a bit of a problem. There are ways around this issue, but be aware that some cropping may be necessary at the end of the process.
