Attempts at Peace
After the first Chechen war a cease fire was declared by Russian forces in 1996. They retreated for 3 years then the Russia federation tried to reclaim Chechnya once more resulting in a second war. In a final standoff Putin's forces killed the remaining rebels and declared a referendum. He proposed a revised constitution granting Chechnya an unclear amount of autonomy and a Chechen elected government despite this Chechnya still is not an independent country.
