The act in 1883 was not followed by many for several reasons. The act did not allow ant discrimination in any public places. Yet in the 14th amendment it says that was not completely legal. Congress struggled to make a better life for all.

As America;s conflict came to a calm, they declared a war between Spain. Not enough men were able to fight. Therefore they brought in African American veterans to help American win the rough war. The men whom fought also fought for America during the Indian wars. As some Natives called them the, "Buffalo Warriors " because of their looks.

Williams Vs. Mississippi

The voters in Mississippi were usually violent, especially with the blacks involved. To cure the conflict and difference between blacks and whites they compromised. Any man to start an hardship for others would no longer get to vote.

North Carolina 1898, the state was very balanced. Whites and blacks had little to no conflict. Most men had jobs, blacks and whites would work at restaurants, drug stores and even as business, police, and fire men. As the white Democrat Government wanted to conquer the state, whites and blacks fought together for control of their state.
