This area has become popular to queer community since early 1990s. This is appealing to many other marginalized groups such as sex workers and drug users. Then there were many satellite coffee shops and hook-up places created after. These satellite places targetting different groups. For example here is a opinion of a queer story teller:

"In 1997-1998, I passed the coffee shop in Quang Trung st but I did not enter as I was poor. Ones went to this coffee shop was rich and educated. I was not of that. However my boy friend and i had many fight in the bank of Hale lake" ( 51 yr)
