People aren't surprised
I interviewed Carleen Kannar, a nurse at Memorial Hospital in Pawtucket Rhode Island. The first thing I asked was if she's ever had experience with foster children in the hospital. She told me "Sometimes we do get adults who's children have been taken away from them and put into foster homes because of the parents' drug issues." Next I asked her "How effective do you think the child care in Massachusetts is?" She replied "I wish I could say it's good, but honestly I expect it's quite bad. There just aren't enough families willing to foster children." I then asked her why she thought there weren't more families willing to foster children and she gave me a very insightful answer: "I think it's partly because of the expense. In this economy, parents with children of their own don't want to take in another child they have to feed and clothe and be responsible for. Also, they're afraid of bringing a troubled child into their home and exposing that to their own children."
