Citizens speak out

I first interviewed Cathy Kannar, asking her if she could think of any ways the state could improve the system of childcare in foster homes, to which she responded "they definitely need to revamp the whole system and make social workers check on the families and the wellbeing of the children more often." If so many people have thought this, we must ask ourselves, why has the state not done anything about it?
