A remarkable leader in the public school reform movement was Horace Mann, who was from Massachusetts. From his childhood he went to poor schools, and as he was grown felt that it was very important for children to get an excellent education in good learning environments. In 1837 he became the first secretary of the Massachusetts Board of Education. After 12 years of his services he created a teacher training program and curriculum reforms, to make sure the teachers are educating their students right. He then doubled the money that the state spent on schools. And by the 1850's every state had a form of publicly funded elementary schools.
