Before the mid-1800s no uniform educational policy existed in the US. Massachusetts and Vermont were the only two states before the Civil War to pass a attendance law. Classrooms were not divided by grade and kids of all ages were mixed together. In 1830, Americans increasingly began to demand tax-supported public school systems. Even though the system was optional many people opposed it and tried to get rid of the law.
