In 1831, Alexis de Tocoqueville visited the US to study the penitentiary system. He was sent to observe prisoners who were physically punished or for long periods of time.He was horrified to see the prisons because it went against the American beliefs of Liberty. They reformed the prisons because the mentally ill were held in prisons and should have been held in hospitals.
