Before the mid 1800's, school conditions varied across regions. Classrooms were not divided by grade, therefore younger and older pupils were thrown into the same room. In the 1830's people began to demand tax-supported public school. Pennsylvania established a tax-supported public school system. Many people opposed to the system because they did not want to pay for schooling for children to go to public schools, if their children go to private school. Opposition also came from German immigrants who did not want their children to forget German language and culture.
