Horace Mann was a very important leader in the public school reforming. He was from Massachusetts and spent his childhood partly at work and partly in poor schools. In 1837, he became the first secretary of the Massachusetts Board of Education. After working for 12 years, he made teacher-training programs and instituted curriculum reform. He also doubled the money that the state spent on schools. By the 1850's, every state had provided some form of publicly funded schools.
