Dorothea Dix was outraged to know that prisons kept prisoners in such harm conditions and also kept mentally ill people locked up. She sent a report to the Massachusetts legislature to improve jail conditions in 1843. She also convinced nine southern states to open up public hospitals for the mentally ill. She emphasized the idea of rehabilitation and treatment that would make the sick person or prisoner a better person and help in society.
