Horace Mann of Massachusetts said that "If we do not prepare our children to become good citizens,...if we do not enrich their minds with knowledge, then our republic must go down to destruction, as others have gone before it." He was the first secretary of the Massachusetts Board of Education. Mann set up programs that trained teachers and also doubled the money that states spent on schools in order to reform the material being taught.
