Alexis de Tocqueville visited the United States to examine and study the jails and prisons, who said that the country gave liberty, but the jails and prisons didn't follow that order. He then went into a social reform.
Dorothea Dix - She joined the movement for the social reform that was out breaking. She went to a Massachusetts house of correction and was shocked to see that the house contained mentally ill people. She sent a report to the state legislature, which worked on improving the facility through passing a law.
